About the formats
HEIC
High Efficiency Image Container
HEIC is the format iPhones and iPads save photos in by default. It takes roughly half the space of JPG at the same quality, but Windows, websites and upload forms often cannot open it.
GIF
Graphics Interchange Format
GIF is a veteran image format limited to 256 colours that supports animation. It is still everywhere for short silent loops and simple graphics.

Does converting to GIF improve quality?
No. GIF keeps the current picture exactly but cannot restore detail lost when the HEIC was saved. The benefit is that further edits will not degrade it any more.
